For places apart from the US fluids that you want to take in hand luggage e.g. cosmetics must be under 100ml and kept in a 20cm x 20cm clear bag, which must be able to close. Having said that, I went to Australia in December, and they weren't too fussy. The rules are for flights from, and I think to the UK as well. Some European countries have introduced it and Australia introduced it in March. Non-cabin luggage is normally restricted to 20kg. If your going to the US, I think you have to buy any liquids you want to take on board in the duty-free.
I just went to Italy last weekend and took the traditional hand luggage. All fluids had to go through the security check in a see through bag and you couldn't take anything over 100 ml fluid wise.


To be on the safe side I'd check with the airline you're going on - they should have something on their website.
